What ever happened to old family values?

I know this is a long winded gripe.... it's one of those things I really need to get off my chest. I am a well travelled person and have spent many years working all over the world. There are different approaches to raising kids everywhere, the worst place by far has to be the UK. Even in third world countries parents instill discipline and good manners in children, what happened here?

When I am at home in my garden and a group of thugs walk past, I have to shake my **** in shame. Is is suddenly acceptable for 8 year old's to swear like sailors? I was a little concerned that some of these kids suffer from Tourettes as all they really know how to do is spit... and smoke. Could we start a discussion on this matter please?
